Former ISM Director ‘fraudulently’ orders 40 transfers

Srinagar, Mar 22: In four days, former Director of Indian System of Medicine (ISM), Dr Kabir Dar, has ordered around 40 transfers without informing the officials concerned.
Dar, who was transferred from the ISM Director’s post on March 20, has given the order, a copy is of which lies with The Kashmir Monitor, a post-date of March 16-20.
Majority of the transfer orders have been in Baramulla, Budgam and Srinagar.
However, the officials concerned denied having any knowledge about the transfer orders.
The ADMO Baramulla, Abdul Majeed, denied having received any order.
“In my district, the transfer won’t take place unless the order doesn’t get endorsed by the Deputy Director ISM,” Majeed said.
The ADMO Budgam, SK Panditha, said he has not received any official notification about the transfers.
“I have just heard about these transfer orders, but haven’t seen them myself,” he said. “Deputy Director’s endorsement is must before we, on our side, take the process forward.”
Accounts Officer, Abdul Rashid said Dar still has the Dispatch Register with him.
Despite repeated attempts, Dar did not pick up the call, while, the Deputy Director’s phone remained switched off.
Dar is holding the charge of six-departments despite the anti-graft bodies having recommended action against him.
In July 2017, the State Vigilance Organisation wrote a letter to the General Administration Department for ‘regular departmental action’ against Dar, the then-DG ISM, and several other officials in the alleged procurement of substandard drugs.
The SVO sought the ‘regular departmental action’ after the ‘joint surprise check’ was conducted on a complaint into the alleged procurement of sub-standard drugs.
