Youth killed in Shopian was a ‘miscreant’, claims police report to SHRC

Srinagar, Aug 27: Police have claimed that a 16 year old youth Muhammad Umar Kumar from South Kashmir’s Shopian district was not killed by government forces but lost life in cross firing. Police submitted a detailed report before State Human Rights Commission on Monday.
The report was submitted in response to a petition filed by Centre for Peace & Protection of Human Rights (CPPHR) through its Chairman, M.M.Shuja.
The petitioner had submitted that on 2nd May-2018, Government Forces laid a cardon and search operation of village, Turkiwangan in Shopian district. There was exchange of fire between forces and militants. In the retaliation, by Forces more than 2 dozens people got injured by bullets and pellets and were shifted to different hospitals of district Shopian and seriously injured referred to Srinagar District for treatment. Though militants managed to escape from the firing spot but youth namely Umer Kumar of Pinjoora was shot by forces on spot, though locals tried to save his life by shifting him to hospital but the doctor declared him brought dead.
“As per reports, he was fired on chest thus made it clear that forces have not followed SoP’s (Standard Operation Procedure) as usual, thus killing unarmed civilians,” claimed the petitioner.
In response to the petition, the police in its report before SHRC while describing the deceased Muhammad Umar Kumar son of Abdul Ahad Kumar as miscreant said that he was part of mob who helped militants to escape from the spot and pelted stones of combined forces. The report added that youth was killed in cross firing. The report said that miscreants hurled stones and petrol bombs on Army to help militants flee from the spot.
