Major reshuffle on cards in health department

Srinagar, Oct 22: To ease the burden on city hospitals, the Health department is going for a major reshuffle to strengthen the understaffed health care centres in far-flung areas in Jammu and Kashmir.
Sources in the civil secretariat told that health department has sought the list of overstaying doctors and deficiency of medicos in hospitals and other health care centres of the state.
They said the department was making a list of doctors who have not served in rural areas so far so that they could be sent to rural areas. “The step is aimed at decrease in referral cases of patients and would reduce the burden on city hospitals,” a senior official of the Health department said.
Official figures reveal that in Rural Health, J&K is facing dearth of almost 50 percent manpower, especially doctors.
The figures say that state has deficiency of around 7,000 employees including doctors, resulting the health sector continuous to get suffer.
Earlier, the government had issued an order in which it was mandatory for a doctor to serve in rural areas for strengthening of health centres in far-flung areas in the state.
Ironically, the order was not implemented on the ground after most of the doctors opposed the move, who were willing to serve only in district hospitals and various hospitals in Srinagar and Jammu district.
The official said all the overstaying doctors will be transferred very soon to overcome the dearth of doctors in rural areas. He said the reshuffle will take place in all 22 districts of the state.
“Those doctors who have served in cities only will be sent to rural areas to strengthen the understaffed hospitals in rural areas. Every doctor has to serve now some time in rural area,” he said.
He said he will make the doctors accountable to work for the welfare of the people.
The Jammu and Kashmir has already deficiency of 1,700 health institutions. Kashmir lacks 42 Community Health Centres (CHC), 122 Primary Health Centres (PHCs) and 898 Sub-Centres (SCs) as per population norms presenting a dismal picture of the health scenario of the State. Similarly, the Directorate of Health Services, Jammu, is deficient by 22 CHCs, 79 PHCs and 594 SCs.

Omar seeks clarification from Mehbooba on fake PRC scam

Srinagar, Mar 25: National Conference Vice President and former Jammu and Kashmir Chief Minister Omar Abdullah on Monday sought clarifications from PDP President and former Jammu and Kashmir Chief Minister Mehbooba Mufti on fake permanent resident certificate (PRC), which was exposed by NC leader and a former PDP minister Basharat Bukhari, raids by NIA against separatists, implementation of Goods and Services Tax (GST) and execution of Mufti Mohammad Sayeed Food Entitlement Scheme (MMSFES).
Addressing an election rally in North Kashmir’s Baramulla district, Omar hit out at PDP President and another former Jammu and Kashmir Chief Minister and sought from her clarifications over fake Permanent Resident certificate recently (PRC) scam unraveled by a National Conference leader and former Revenue Minister Basharat Bukhari.
Omar asked if Mehbooba could not initiate action on fake PRC Sam then how come she would defend Article 370 and Article 35A.?
Omar said “Mehbooba can’t reply these questions”, adding tbat she bulldozed special status of the State by implementing the central food supplies scheme code named Mufti Mohammad Food Entitlement Scheme (MMSFES), and Goods and Services Tax which have choked the economy of poor people.
Launching a frontal attack on Mehbooba Mufti over misuse of National Investigative Agency (NIA) during PDP-BJP coalition rule in the state Omar said, “she while in power allowed NIA to raid the residences of separatists and arrest them under draconian laws’, adding that” as Chief Minister I used NIA for the release of Pak trained militants not for the raids at the residences of separatists and arresting them under stringent laws.”
Omar also hit out at Peoples Conference Chairman for sending a letter on government to Governor to head a BJP government and sabotage the takeover by Altaf Bukhari as Chief Minister of “PDP-Congress-NC” government in the state adding that “Sajad Lone now wants seats from Kashmir for BJP.”
“Sajjad Lone also sent the letter. Who were supporting him? He (Lone) had support of all the BJP MLAs. So it is very clear that voting Sajjad Lone will be voting for Modi. Who will here support BJP and Modi who are adamant to erode Article 370,” he said.
Omar said that the BJP has a clear policy to revoke Article 35-A, and destroy the special status and identity of Jammu and Kashmir. “Will you people support these BJP backed people?” Omar told the gathering.
Omar asked people to vote for the parliament member who will fight for the special status of J&K in parliament, for your rights, for your identity and for your development.
Omar went on saying that in north Kashmir, he sees only one candidate in the field and the candidate is the one who even at times makes “my blood pressure high”, and that candidate is Akbar Lone.
“Akbar Lone is honest at heart…He speaks what is in his heart… ladaku nahi hai, shararti nahi hai,” he said.

BJP to ECI: Disqualify Baramulla NC candidate for raising ‘pro-Pak slogans’

Jammu, Mar 25: The BJP Monday asked the Election Commission of India to stop Jammu and Kashmir Assembly’s former Speaker and National Conference candidate from Baramulla, Mohmmad Akbar Lone, from contesting the polls for allegedly raising “pro-Pakistan slogans” at one of his poll campaign rallies.
The state unit of the BJP raised the demand for cancellation of Lone’s candidature and sought registration of a criminal case against him on charges of sedition.
The party also sought an apology from NC chief Farooq Abdullah for the “anti-national” act of his party candidate.
Lone on Saturday allegedly raised pro-Pakistan slogans at a rally in Kupwara district and called Pakistan “his Muslim nation on the other side.” He also threatened to abuse anyone who abuses Pakistan.
“We condemn NC candidate for Baramulla parliamentary constituency Mohammad Akbar Lone for raising ‘Pakistan Zindabad’ slogans during an election rally. We appeal to Election Commission of India (ECI) to cancel candidature of Lone and initiate action against him”, BJP General Secretary & Incharge Jammu-Poonch Lok Sabha constituency Yudhvir Sethi said.
Sethi said last year also Lone, the former NC MLA, had shouted ‘Pakistan Zindabad’ slogans in the Legislative Assembly.
“We demand that he should be booked under charges of sedition and Farooq Abdullah should tender an apology and clear NC’s stand over it”, he said.
The BJP leader said both PDP and NC have blood of young Kashmiri boys on their hands.
Had these “tried, tested and failed” organisations concentrated on welfare of youth, Jammu and Kashmir would have been on the path of progress like any other state, he charged.
Condemning Lone’s statement, he said such leaders don’t let Kashmir progress and misguide youth.
Talking to reporters here, BJP state spokesperson on Kashmir Affairs, Ashwani Kumar Chrungoo also appealed to the ECI to initiate action against Lone.
His slogans like “Pakistan Zindabad” are tantamount to violating the atmosphere of the state and are aimed at derailment of the whole election process, Chrungoo said.
“It is also a conspiracy to polarize the people of the state on communal lines. We condemn such slogans and anti-national stance taken by the NC candidate.
“His justifying the slogans is also adding insult to the injury. It is strange to note that a person who has remained the constitutional head of the legislature in the State Assembly and who has taken an oath on the Constitution of India will succumb to such a level,” Chrungoo added.
National Conference and PDP are competing with each other to make it sure that each of them is a “bigger secessionist”, he alleged.
It may be recalled that on February 10, 2018, Lone, had also raised pro-Pakistan slogans in the Assembly after BJP members condemned the neighbouring country over the terror attack on the Sunjwan Army camp.
While NC is silent this time, the party then had distanced itself from his slogans, which came even as the operation to flush out terrorists from the Sunjwan camp was underway.

Srinagar, Mar 25: A day after the state unit of the BJP filed an application for disqualification of National Conference leader Mohammed Akbar Lone as poll constant from Baramulla Lok Sabha constituency Akbar Lone hit back at BJP a king it file an FIR against him for shouting “Pro-Pakistan” slogans.
Talking to reporters on the sidelines of an election rally at Tangmarg, Lone said, “He would defend article 370 and article 35-A in Parliament. “National Conference stands for resolution of Kashmir issue and we will strive hard for its resolution,” he said. (KNS)

Ensure basic amenities at polling stations: Div Com to DCs

Srinagar, Mar 25: The Divisional Commoner Kashmir Baseer Ahmad Khan today directed all Deputy Commissioners of the valley to ensure uninterrupted water, electricity, road network, transport arrangements and other basic amenities at polling stations of the Kashmir Division.
The Divisional Commissioner made these directions while reviewing the arrangements for the upcoming Parliamentary elections-2019 across the valley.
All Deputy Commissioners briefed the Divisional Commissioner about the status of water supply, electricity, gensets, repairing of roads, transportation, toilets, ramps, wheel chairs, telecommunication service and other arrangements for ensuring hassle free elections at all polling stations in their respective districts.
The Divisional Commissioner asked them to make all necessary arrangements well in time with logistic support from all concerned departments for successful conduct of upcoming elections-2019 across Kashmir Division.
He urged upon the DCs to ensure all the arrangements for facilitating election staff and voters. Also send status report on daily basis regarding the progress of works on basic facilities in polling stations to the Divisional Commissioners office for necessary action, he added.
Khan asked all concerned officers to work with dedication and close coordination so that upcoming Lok Sabha elections-2019 will be held on hassle free manner.
Additional Commissioner Kashmir Tasaduq Hussain Mir, Chief Engineers of R&B, PDD, PHE, Commissioner SMC, Director Urban Local Bodies, SSP Srinagar and other concerned officers were present in the meeting where as IGP Kashmir Swayam Prakash Pani, all Deputy Commissioners and SSPs of the Kashmir Division participated in the meeting.
