Govt issues clarification on implementation of CDS guidelines

Srinagar, July 13: The Planning and Development Department has issued guidelines for implementation of Constituency Development Scheme (CDS) during the Suspended Animation of the State Assembly.

According to a circular issued by the Department, all District Development Commissioners (DDCs) have been instructed for execution of all ongoing works under Constituency Development Scheme (CDS) and the same shall be completed as per the existing timelines.

Similarly, works for which either administrative approval has been accorded or detailed estimates have been prepared but not physically commenced shall be executed expeditiously after accord of administrative approval and completion of all prescribed codal formalities subject to the availability of funds in the account of Legislators (available unspent balance to be calculated after accounting for both completed and ongoing works).

Meanwhile, works which have been identified prior to the pronouncement of State Assembly being placed under Suspended Animation, but wherein estimates for the work have not been prepared or authorized, shall also be considered for grant of approval by the District Development Commissioners subject to the fulfillment of CDS guidelines and availability of balance funds in the account of Legislator.

It has been further impressed upon all District Development Commissioners to devise a foolproof mechanism to ensure that no back date authorizations are received.

Besides, DDCs shall within one week of authorizations to all pending works, furnish a work wise list to PD&MD. Any violation noticed as a result of this exercise shall not only lead to cancellation of works but shall also invite an appropriate administrative action; ii. Personally supervise and monitor the pace and quality of execution of work at regular intervals to ensure their completion without any cost or time over run for larger public good.

The DDCs, for this purpose, shall intensify their field visit and public outreach programmes. DDC shall also report the fiscal picture (reckoning expenditure and projected expenditure in pursuance to this circular) to PD&MD by or before August 31st, 2018. 3. The PD&MD would be free to get any random/ other checks or verification(s) conducted to ensure/ ascertain that the works authorized are in general public interest and in conformity with CDS guidelines.
