Contractor delayed JCRB flyover project by over 400 days

Srinagar, Apr 1: Slow pace of work by the contractor has been a major reason for the incompletion of Jahangir Chowk-Ram Bagh (JCRB) flyover project, which was supposed to be finished in three years but entered its seventh year in 2019.

The work started in October 2013 and the project was to be completed in 1,095 days’ time.

But almost 2,000 days later, the flyover is yet to see the light of day.

Officials in the Economic Reconstruction Agency (ERA) say the major reason behind missing several deadlines is the delay on the contractor’s end.

“The number of days held up by the contractors is around 400,” an ERA official said.

The number of unproductive days due to the strikes, 2014 flood and other situation-related issues is estimated to be around 300, the official added.

Manoj Upadhyay, executive engineer working for ERA, told The Kashmir Monitor that the delay from the contractor’s side was due to the “unavailability of material” in Kashmir.

He said that they had to procure and bring the material all the way from Delhi and other states because the one available in Kashmir “did not pass the quality test”.

“Then there is the highway, which remains closed for a number of days and adds to the overall delay,” he said.

“The time period for completion of the flyover was three years and till September 4, 2014, the work was going on smoothly. However, all our machinery was damaged during the floods and all our labour left Kashmir,” said former Director ERA, Malik Basharat.

He added that other impediments included rehabilitation of shopkeepers, houses, and even street vendors.

Deputy Team Leader, ERA, Pervaiz Fazili said that the project would now be completed in mid-August. “The fly-over has a total distance of 3.9 km and the only pending work is to connect it with the old Jahangir Chowk flyover,” Fazili said.
