United Nations:Peace and upholding of human rights are preconditions for development and, therefore, the UN has to put a priority on peacebuilding to prevent conflicts from arising, said General Assembly President Miroslav Lajcak.
“We made it very clear that you cannot speak about peace in separation from development and from human rights,” he told reporters during the two-day high-level meeting he convened on peacebuilding and sustaining peace.
This new approach to sustaining peace demands a comprehensive approach, he said.
He said: “Obviously you cannot talk and think about meeting the Sustainable Development Goals in a situation when a country or region is in conflict.
“Therefore, peace is a precondition and prerequisite for development and also for the respect of human rights.”
This approach was firmed up in resolutions adopted by both the Assembly and the Security Council in 2016 on peacebuilding and sustaining peace and the high-level meeting is a stocktaking exercise at the two-year mark “to see how much has been achieved, how much the work of the UN has improved, has changed for the better, what needs to be done for the future,” he added.
Earlier speaking at the opening of the meeting attended by two presidents, a king, two prime ministers and about 50 ministers and vice-ministers, Lajcak said that although the UN has prevented a world war, “we could have done more to respond to conflicts and more to prevent them from happening at all.”
Preventing conflicts must be given greater priority with more emphasis on mediation and diplomacy, he said.
“We need a drive for diplomacy and the UN must be the engine room,” he added.
He warned about the rising intolerance, hate speech and divisive rhetoric, and said that the international community should find ways to counteract them.
He said that making the decision-making processes more inclusive by having women in leadership positions was essential for peace and avoiding conflicts while noting that mostly men wielded power.
Vote me to represent ‘suppressed’ Kashmiris in Parliament: Er Rasheed
Kupwara, Mar 24: Awami Itihaad Party (AIP) president on Sunday asked the people of Kupwara to vote for AIP in the upcoming parliamentary election for the restoration of dignity, honour and rights of people of J&K.
The spokesman said that Rasheed lashed out at NC, PDP and PC and asked people to rise to the occasion and discharge their duties by taking a decision of their conscience and reject all those who are equal stakeholders in destroying Kashmir.

Quoting Rasheed, the spokesman said; “my ten years in the state assembly are like an open book and masses must make a difference between friends and the foes. While NC is trying to create a fearpsychosis among Kashmiris by discussing BJP’s hyper-nationalism, PC is dividing Kashmiris into ethnic and sectarian lines to gain votes. Both PDP and PC need not forget that they are partners in crime and have been coalition partners of BJP.”
Rasheed added it looks strange that all the three parties are now trying to show sympathy with the Kashmiris and are leaving no chance to abuse Delhi, whom they have been encouraging and facilitating behind the curtains to destroy self-respect of Kashmiris.
He said “Whether it is banning of Jamat-I-Islami or JKLF, or harassing Mirwaiz and others, NC and PDP are the real architects of all these conspiracies. People need not to forget that at the time of much talked grand alliance to form government NC and PDP were never sincere as they had an understanding with New Delhi to continue with the Governor’s rule so that the special status of state is eroded and pro-resistance voices are suppressed without involving NC, PDP or PC in the entire dirty show.”
Rashed further said that this parliamentary election will be a cross check to the sincerity, commitment, conviction and political will of Kashmiris who have been crying in every nook and corner and blaming NC, PDP and PC as the mother of all evils and are holding them responsible for the sufferings of Kashmiris. Let people decide whether they want to support proxies of New Delhi and agents of extremist forces or want Er Rasheed to represent them in the parliament without getting succumbed to the compulsions and self-interests.
Rasheed accused successive governments of ignoring Kupwara district and using people of Kupwara as just a vote bank. He said “Those claiming to be savers of Kupwara should answer if BJP could create a separate division for Ladakh region why couldn’t Handwara get a district. While Late Mufti’s regime ignored Kupwara on every front, Omer Abdullah’s six years were no way different. The promises of getting a medical college, university campus, four-lane road, railway link, a tunnel for Karnah and maternity hospital proved nothing except false promises and a tool of exploiting sentiments of people of Kupwara.”
Strategic NC-Congress tie-up confined to LS polls only: Rana
Jammu, Mar 24: National Conference Provincial President Devender Singh Rana on Sunday described arrangement with the Congress for the ensuing Lok Sabha elections as a well thought out strategy to unitedly fight the divisive forces in the larger national interest.
“This arrangement is confined to Lok Sabha elections only as the nation is confronted with a huge challenge posed by those believing in divisive and hate politics”, Rana said while welcoming youth into the party fold here this morning.
The youth joined in the National Conference in presence of the party District President Jammu-Urban Dharamveer Singh Jamwal, Women Wing Provincial President Satwant Kour Dogra, Ex Corporator Subash Bhgat and Corporators S Such Singh and Ashok Singh were present.
He said the country is passing through a difficult phase and it is incumbent upon the compatriots to save it from the elements inimical to its secular fabric and hell bent upon dividing the society on the basis of religion, race and caste. This is an unprecedented scenario, totally against the very idea of India, which assimilates diverse religions, castes, languages and races, he said, hoping that the people will see through the game-plan of polarizing the society for garnering votes.
“For defeating the dangerous narrative of hate and intolerance, all those believing in India’s diversity will have to come together and save democratic spirit of the country”, Rana said adding that youth have to play a definite and decisive role in this regard. He urged the youth to become the catalyst of change by actively associating themselves in the process of isolating reactionary forces. He said the exploitative politics has impeded development and throttled the openings in jobs for the youth. The BJP’s promise of two crore jobs annually has not only emerged as a big hoax but also an insult to the youth who have been taken for a ride. The countrywide growing unemployment is reflective of the level of governance the nation has witnessed during the past five years, he said and sought a change in the scenario to have a responsive, accountable and effective government, which believes in deliverance rather than false slogans.
He exuded confidence that the people of Jammu, especially the youth will ensure the victory of the Congress candidates Raman Bhalla and Vikramaditya Singh respectively from Jammu-Poonch and Udhampur-Kathua parliamentary constituencies with huge margin.
The Provincial President lauded the yearning among youth for changing the political discourse from negativity to positivity, saying their choice for National Conference is a development in right direction. He said National Conference is the only and natural choice for public spirited youth who want to serve the society and steering it out of the environment of mistrust and fear.
“National Conference has all along provided a robust platform to youth to become the instrument of socio-political change”, Rana said and hoped that the joining of devoted young people will take this public movement to its designated destination. He said the National Conference has a proven record of public service with emphasis on opportunities of progress to all, irrespective of caste, creed, colour or religion. Farooq with his national standing will ensure voice of Kashmir is heard in Parliament: Sagar
Srinagar, Mar 24: Jammu and Kashmir National Conference General Secretary Ali Muhammad Sagar on Sunday asserted that the people of Kashmir need a louder, credible voice to represent them in Parliament saying that Dr. Farooq Abdullah with his national standing will ensure that the voice of the state is heard in Lok Sabha.
Sagar while addressing party functionaries, workers at Koolipura locality of Khanyar constituency said that Dr Farooq Abdullah is not novice to the politics of Kashmir and that there is no one else who can reprent the aspirations of Jammu & Kashmir more effectively than him. “People of the state want a credible voice to represent their aspirations in the top most house of the country. Our party is the only credible voice of all the regions of J&K. It is the National Conference that is credited with establishing a welfare state in the state of Jammu and Kashmir,” adding, “The people of Kashmir remember PDP for unleashing countless miseries on the state. People still recount the numerous blunders PDP and its leadership committed from time to time.”
While exuding confidence into the party functionaries and workers, Sagar said, “Forces as inimical to the special constitutional status of our state will try their level best to go to any extent to weaken the voice of Kashmiri. The forthcoming election is of great importance to us, it provides us with an opportunity to show how passionately we care for our identity and unique status.”
Addressing the workers, YNC provincial president Kashmir Salman Ali Sagar said, “The ensuing elections provide us with an opportunity to show our resolve for the protection of Art 35A and Art 370. This time elections are for protection of our identity, special status. We have to utilize this opportunity and give befitting reply to those forces as are contriving to destroy our identity. We should also remain vigilant of the cronies of RSS-BJP and show them their right place in the forthcoming LS elections,” adding, “Every vote matters and every vote should be polled in favor of NC, for ours is the only party that has never compromised on the special constitutional position of our state.”
