Budgam, Shopian lead Kashmir Division at 97% ; Poonch leads Jammu Division at 95% completion
Srinagar, March 12: Secretary, Rural Development and Panchayati Raj, Mohammad Aijaz Asad, during a review meeting on Wednesday said that Jammu and Kashmir has achieved a significant milestone in implementing the Pradhan Mantri Awaas Yojana-Gramin (PMAY-G), with 91% completion rate.
He said that 3,03,064 houses have been completed, achieving a 91% completion rate as of March 11, 2025.
In this regard, the Secretary chaired a meeting focused on assessing the district-wise performance of PMAY-G, identifying gaps, and ensuring timely completion of houses under the scheme.
The meeting was attended by Director, Rural Development Department (RDD) Jammu, Mumtaz Ali; Director, Rural Development Department (RDD) Kashmir, Shabir Hussain Bhat, Joint Director Planning, Kamal Kumar; Deputy Secretary, Bilal Ahmad, OSD to Secretary, Shafiq Ahmad, all Assistant Commissioners of Development (ACDs) and Block Development Officers (BDOs).
The Secretary emphasized the need for expediting the release of pending instalments and ensuring the timely completion of houses.
He commended the outstanding performance of many districts, where completion rates have exceeded 90%. He urged other districts to emulate their success by addressing bottlenecks and improving performance metrics.
It is worth mentioning that 2,59,137 houses have been completed in Jammu Division and 30,364 houses in Kashmir Division.
In Jammu Division, Poonch leads with a 95% completion rate, followed by Doda (92%) and Udhampur (91%).
In Kashmir Division, Budgam and Shopian share the top spot with a 97% completion rate, followed by Pulwama at 95%.
The Secretary also gave a roadmap for timely completion of all houses with ACDs tasked to oversee progress closely.
The Secretary emphasized the urgency of pushing pending Fund Transfer Orders (FTOs) as soon as possible to meet the targets.
He also instructed that the progress of all FTOs must be tracked and updated block-wise. He mandated that block-wise progress reports on FTOs be posted daily.
“All ACDs must ensure daily updates on the pushing of FTOs, and I expect to see progress from all 20 districts every evening,” he directed.
The Secretary emphasized the urgency of clearing the backlog of household units pending for instalments under the housing scheme. He directed officials to workday and night to ensure that due payments are processed without delays.
The Secretary stressed the importance of completing the pending surveys, directing officials from snowbound areas to submit reports within two days.
He said that a total of 259,299 surveys has been successfully conducted and uploaded in the system.
The Secretary asked both the Directors to submit the details of snowbound areas where the PMAY-G survey is ongoing through their ACDs within the next two days.
He also urged officials to act swiftly, remove procedural roadblocks, and expedite fund disbursements to benefit eligible households.
The Secretary Asad also stressed the importance of maintaining transparency and accountability in the implementation of the scheme. He urged the officials to ensure that all beneficiaries receive their due payment instalments without delay and that the quality of construction is not compromised.
