Drug Smugglers to Face Passport, Aadhaar Cancellation as LG Sinha Launches Anti-Drug Drive

Jammu: Asserting that those destroying the future of youth will face strict action, Lieutenant Governor Manoj Sinha on Saturday launched a 100-day Nasha Mukt Jammu & Kashmir campaign, announcing tough measures including cancellation of passports, Aadhaar cards and driving licences of drug smugglers.
Addressing a gathering at MA Stadium Jammu, Sinha said the fight against drug abuse requires collective effort, noting that the menace has spread across villages, districts and all sections of society.
Detailing the government’s strategy, he said a new Standard Operating Procedure (SOP) has been introduced to dismantle drug networks both financially and legally.
“Passports, Aadhaar cards and driving licences of smugglers will be cancelled. Their movable and immovable properties will be attached, bank accounts frozen and financial investigations initiated,” he said.
He added that top drug peddlers will be publicly identified at the police station level to enhance accountability and deterrence.
Highlighting the security aspect, Sinha said drug trafficking is being used to fund terrorism and destabilise society.
“A neighbouring country is pushing drugs to hollow out our youth. Every consignment is not just poison, but a weapon against our future,” he said, urging enforcement agencies to ensure that the innocent are not harassed while the guilty do not escape.
Calling for widespread participation, the Lieutenant Governor urged citizens to organise pad yatras and awareness campaigns across Jammu and Kashmir.
“This fight cannot be won by the administration alone. Society must unite,” he said.
He emphasised the role of women, especially mothers and sisters, in preventing substance abuse, stating that awareness at the family level can bring significant change.
Describing the next 100 days as crucial, Sinha outlined a multi-pronged approach involving grassroots awareness drives, counselling in educational institutions, sustained community engagement and targeted outreach to vulnerable groups.
He also announced that the government has notified the Jammu and Kashmir Substance Use Disorder Treatment, Counselling and Rehabilitation Centre Rules, 2026, to regulate de-addiction centres.
“Only genuine centres with proper staff and facilities will be allowed to operate. Strict action will be taken against violators,” he said.
Reiterating a balanced approach, Sinha said individuals affected by addiction will receive full support for treatment and rehabilitation.
“We must help victims return to normal life while taking strict action against those who push them into this trap,” he added.
