Centre Amends Motor Vehicles Rules, Raises Renewal Charges for Old Vehicles

New Delhi: The Ministry of Road Transport and Highways has notified amendments to the Central Motor Vehicles Rules, 1989, introducing higher renewal charges for vehicles that are more than 20 years old. The new regulations, titled the Central Motor Vehicles (Third Amendment) Rules, 2025, take immediate effect following their publication in the Official Gazette.
Under the amended rules, vehicles older than two decades from the date of first registration will attract significantly higher renewal fees. The renewal charge for motorcycles has been fixed at ₹2,000, three-wheelers or quadricycles at ₹5,000, and light motor vehicles at ₹10,000.
Imported vehicles will draw much higher fees—₹20,000 for two- and three-wheelers, and ₹80,000 for four-wheelers and above. Other unspecified vehicle categories will be charged ₹12,000, while invalid carriages will continue to pay a nominal ₹100. The ministry clarified that these charges are exclusive of Goods and Services Tax (GST).
Officials said the hike followed a review of objections and suggestions submitted by the public earlier this year, after the draft rules were published in the Gazette on February 7.
The government maintained that the move aims to discourage the prolonged use of outdated and polluting vehicles while strengthening compliance with environmental and safety standards.( KNT)
