`Apki Zameen Apki Nigrani’: An initiative to bring transparency in land records system

SRINAGAR, FEBRUARY 25:  Jammu and Kashmir government has taken numerous citizen-centric measures to improve service delivery, and towards good governance to bring more transparency and accountability in the existing governance system.

And one among these reforms is the digitization of land records with one component ‘Apki Zameen Apki Nigrani’ under which landholders can easily access their land records without any administrative hiccups.

Under the Digital India Land Records Modernisation Programme (DILRMP), the Union Territory of Jammu-Kashmir has achieved an important milestone to provide the most transparent and accountable services to the common people.

The Digital India Land Records Modernization Programme was formally launched in the UT in April-2016 for improving online accessibility to the Land Records System and stopping manipulation of the Land Records thereby making the quality of services in the Sub Registrar’s office/Tehsil offices more efficient and transparent.

The DILRMP aims to modernize the management of land records; minimize the scope of land/property disputes; enhance transparency in the land records maintenance system and facilitate moving eventually towards guaranteed conclusive title to immovable properties in the UT.

As part of the program implementation in Union Territory, 7.70 crore pages of revenue record and 55216 Musavi (maps) have been scanned, besides 3895 Ground Control Points have been established, and Web-based Enterprise Geo-Information System (GIS) has been developed.    

Under ‘Apki Zameen Apki Nigrani’, the land Pass Book is being made available in three languages- Hindi, Urdu, and English so that people can easily get the required information. 

The Revenue Department has been asked to evolve a mechanism of issuing revenue passbooks to the people, containing information on all their legal land possessions within one month for formal issuance by 26th January 2022. The process will be completed in the districts of Jammu and Srinagar by 31st March 2022 and in all other districts by 15th August 2022.

During the release of the District Good Governance Index for 20 J&K districts, Union Home Minister, Shri Amit Shah had also listed out ten path-breaking initiatives taken by UT after reorganization which include Apki Zameen, Apki Nigrani, and trilingual land passbooks were one among them.

The UT administration led by Lieutenant Governor has asked people to avail full benefits from the scheme like ‘Apki Zameen Apki Nigrani’, which has really empowered the people in the UT.

Besides, the administration had directed the Information & Technology Department to organize public scrutiny of Revenue records under the ‘Aap ki Zameen Aap ki Nigrani’ initiative across all digitally connected Gram Panchayats.
