Violation of transfer policy! Scores of employees overstay in Govt depts, PSUs

Srinagar, May 21: In gross violation of transfer policy, government departments including some of the corporations are retaining officials for more than two years, moreover it has also been seen that some officials are enjoying overstay for last more than 10 years.

Official sources told Kashmir News Service that scores of employees in various departments have not been transferred for years. “There are officials in health and in some state owned corporations who have completed decades at one place. Every now and then government talks about bringing transparency and accountability in government departments, but the ground reality is that no one actually cares,” sources claimed.

Sources alleged that most of these overstaying employees have close proximity either with higher ups or enjoying the political patronage due to which they kept themselves away from transfer procedure.

Sources further revealed and alleged that certain officials in health department has been overstaying for over a decade now.

Similarly sources told KNS that some doctors of health department is overstaying from last 15 years at one place.

Sources said that though the HODs in these departments have an authority to transfer the employees especially when an employee completes his minimum two years of the service in one station. But none dare to transfer these influential employees which show that how powerful they are. “A number of times the issue of overstay of some employees was brought in the knowledge of higher officials but everybody overlooked the issue. Many employees in clerical staff who are posted in other districts and waiting their turn to be posted in summer capital have become hopeless due to apathy of concerned administration,” sources alleged.

As per government’s official transfer policy of 2010 all the employees having more than two years of stay at a particular place shall be transferred.

However, various departments have not been following the transfer policy either by premature transfer of officials or retaining employees for years at a specific post, official sources said.

Sources said that overstay of employees breeds corruption and ultimately the people have to suffer in getting executed their work. Many schemes never reach to the beneficial due to some corrupt officials with help their staff, they maintained

Sources said that many officials in the Public sector undertakings have overstayed at their choicest postings for years together.

Official sources revealed that some officers of the rank of general managers have not been transferred for many years.

Official sources said that all these officers are involved in one or the other case which are under active investigation with Vigilance Organization or Crime Branch.

Sources said that even the promotions have been granted to many officials in the state owned corporations, while during the period they have overstayed at one place of posting.

Meanwhile taking a stern view of officers’ overstay, one of the senior ministers in the PDP- BJP government told KNS that government will direct departments to strictly monitor the postings of employees.”We will direct the GAD also to closely scrutinize the postings of employees and take stern action against those who are not following the government’s transfer policy,” the minister said wished not to be named.
